    I'd say Flevoland, which is another province in the Netherlands, and completely man-made land.
    If you meant the country the Netherlands, then yes, I can't imagine any other European country to be much flatter. It's always a disappointment to return to this geographically boring place when I've been to something awesome like the French or Irish coast...
