What he probably means by 'cook their books' is the Chinese manipulation of numbers when they publish things like production reports.
The currency manipulation is done by the Chinese government controlling the rate of inflation and deflation with their currency. Essencially what they do is raise the supply of their currency so high that it drives down the worth, which enables companies to export cheap goods.

Any country that threatens to bomb other countries is a threat to its neighbors. Israel not only was formed by force, it also denies the right of the people of Palestine to form a soverign country. Israel's very existence is considered an affront to many countries' peoples in the region.
